After a few days of reading the Flash file format specification, I put together the bare minimum bits of a library to write a valid SWF movie. It's all done using primitive Flash features, and David Lichteblau said that it's better to generate everything with modern Flash features, but there was a visceral bit of excitement at getting it to work at all, so I don't mind right now.
So, look at lisp.swf.
