To post an entry, you simply post an entry to your character's blog. All the other players will see your entry on their "friends" page.
Don't edit your entries once they are posted.
To see other players' entries, go to your friends page. This will also show messages from The Computer and any out-of-character messages, like this one.
(Messages from the Computer will come from the account thecomputer_uv. Out-of-character messages will come from this account, thesecretofroi)
Occasionally, I will send your character private messages. You also will see these on your friends list.
(Private messages are entries posted on this account, but filtered so that only your character can see them. You must be logged on to your account to see private messages. Private messages will be identified as such in the subject line.)
All your posts from your character's account should be public. Failure to comply is treason.

In The Secret Of ROI Sector, players play Troubleshooters, being debriefed for a mission they never went on. They must make up the story of the mission from start to finish.
The game will start on Wednesday 26 January 2005. It will proceed in "rounds" that last a week.
Week One At the start of the week, The Computer will request that the Troubleshooters inform it what happened on the mission to ROI sector.
The Team Leader will immediately reply, starting to tell the story of the mission.
During that week, each Troubleshooter will post one entry, carrying on the story of the mission.
When writing that entry, make sure you:
- are entertaining - carry on the story where it left off - don't make out-of-character comments - don't contradict anything that has been said by another Troubleshooter
You may also make any number of in-character comments on other people's entries.
Week Two At the start of the week, the Computer will request that you carry on telling the story of the mission, and add some particular points for you to clarify.
The Troubleshooters will carry on telling the story of the mission. This works similarly to Week One, with each Troubleshooter allowed one post and any number of comments on other posts.
Week Three onwards
Similarly to Week Two: The Computer will request that you carry on telling the story of the mission and each Troubleshooter is allowed one post.
However, Troubleshooters may now accuse each other of treason in their posts. To do this, you should work into the story a description of one of the other Troubleshooters committing a treasonable act.
You should also set the "Current mood" field of your post to "Challenging".
Other Troubleshooters may then comment on your post, supporting or opposing the accusation of treason. They may also suggest a desired fate for either you, the person you have accused or any other Troubleshooter (e.g. "I think Richard-R should be terminated instantly for murdering the princes!").
At the end of the week, the Computer will weigh the various accusations of treason and eliminate one or more Troubleshooters from the competition. Eliminated Troubleshooters may continue to tell the story of the mission but they may not make, support or oppose accusations of treason.
Final Week
In the final week, the two Troubleshooters left in the competition will finish telling the story of the mission.
There will then [CLASSIFIED INFORMATION REMOVED] at which point the eliminated players will vote to [CLASSIFIED INFORMATION REMOVED] nasty twist [CLASSIFIED INFORMATION REMOVED] be declared the winner!

Wikipedia has a good guide to Paranoia here.
Jazzer has written another essential guide here.
Or why not buy some PARANOIA products? They're rather good.

In The Secret Of ROI Sector, you play a Troubleshooter being debriefed for a mission you never went on.
With your fellow Troubleshooters, you must make up the story of the mission from start to finish. It must be good enough to fool the Computer and - above all - it must show you in a better light than any of the other Troubleshooters.
The Secret Of ROI Sector is a Noteworthy game. Noteworthy was developed by Allen Varney.
The setting is taken from the game PARANOIA XP, which you should go and buy now.
The game will borrow heavily from Thomas B's Noteworthy game, Le Secret Du Roi. If you're intending to play The Secret of ROI Sector, you should probably have at look at it. It's at lesecretduroi.
