We have come to a decision.
The Charmed Ones and the Demoness spoke eloquently on why the demon Belthazor should not be vanquished for what he has done. While it is true that he has a lengthy past filled with many atrocities and death, in the past four years he has done much to atone for those crimes. The scales, however, are not even remotely balanced, especially since his devotion to the side of Good has wavered at times.
It is true it was the witch Phoebe Halliwell who transformed Belthazor's life, and it should be no surprise that her loss would send Belthazor back to darkness. But We were not responsible for her death and should not be blamed. Belthazor was wrong to take his wrath out on Us. We understand, however, that human grief is a powerful thing.
Also of primary concern is the Source of All Evil. Currently It is bound within Belthazor. Should he be vanquished, the power of the Source will endure and seek a new host. We would be forced to destroy the unborn child of the demoness Morrigan to prevent It from taking corporeal form. We would find such a thing distasteful, for the child is part human and therefore part innocent.
Therefore Belthazor will not be destroyed. However, the blood of two of Our brethern is on his hands. And for that, he must be punished. And if ever he transgresses again, there will be no mercy.

Still getting used to this Elder gig -- it's only been a year or so. Blah blah blah, provide cryptic guidance, blah blah blah, we watch mortals but don't personally interfere, blah blah blah.
I kinda miss drawing things and making them come to life....
Hmmm, I wonder what would happen if I drew the Charmed Ones naked.
